In January, 1894, the Department of Sacred Affairs of Foreign Religion reported to the Ministry of Internal Affairs that the positive decision taken previously by the ruling Senate concerning the complaint of the petty bougeois Abram MUCHNIK, representative of Jews living in the borough of Liubar, to the Volynia Provincial Government for the refusal to open a Jewish Prayer School in this borough, is correct and must be signed by the Minister (Fond 821, invnotry 8, file 169, pg. 51).
